Israeli Export Shipping Kit

Before deciding whether to install, talk to the skill

Generate the full export document set for Israeli exporters: commercial invoice (HE+EN), packing list, bill of lading / AWB / CMR, proforma, and origin documents (EUR.1, invoice declaration, US-Israel Origin Invoice Declaration, CIFTA Form B239). Handles Incoterms 2020 (FOB, CIF, DDP, EXW, FCA, CPT, CIP, DAP, DPU, CFR, FAS). Use when user asks about exporting from Israel, choosing an Incoterm, EUR.1, approved exporter status, or recovering from a border rejection. Do NOT use for import tax calculation (use israeli-customs-duty-calculator).

The Problem

Shipping a product out of Israel triggers a paperwork chain: commercial invoice, packing list, transport document (B/L, AWB or CMR), and an origin proof matched to the destination FTA (EUR.1 for EU/UK, US Origin Invoice Declaration for the USA, Form B239 for Canada). Getting any of these wrong delays clearance or denies preferential duty. Exporters also routinely pick the wrong Incoterm and end up absorbing freight or insurance they meant the buyer to pay.

Changelog

v1.2.0

Fixed two errors in the invoice generator that produced wrong documents: freight and insurance were added into the invoice total under every Incoterm (a FOB shipment of 100 in goods printed a 500 EUR total), and line totals did not reconcile with the printed unit prices. The script also silently ignored country_of_origin and always printed ISRAEL, which meant a re-export carried a false origin statement. Corrected the EUR-MED guidance (the certificate is retired only under the revised PEM rules, and Israel still applies the 2012 rules), the Green Form history (the January 2018 date is the US-to-Israel direction; for Israel-to-US, CBP dropped Form A in 1994), and the Korea FTA date (1 December 2022). Turkey is no longer presented as a routine EUR.1 destination given the embargo tightened in February 2026, and Mercosur now correctly shows its own certificate rather than a EUR.1. Added the non-preferential chamber-of-commerce certificate of origin, exchange-rate and tax-point guidance including the cash-basis exception, the 2026 allocation-number thresholds, and the CIFTA low-value exemption.

v1.1.0

Update: added the EUR.1 place-of-production + postal-code rule (code Y864), corrected EUR.1 validity to 4 months (2012 PEM), expanded the FTA table (UAE/Korea/Vietnam), and the zero-VAT export proof condition.

Jun 26, 2026

v1.0.2

Added an export-licensing scope note for controlled and dual-use goods, a reference to the Shaar Olami export declaration system, and clearer VAT wording.

Orchestrate Israeli payment gateways (Cardcom, Tranzila, PayMe, Meshulam, iCredit, Pelecard) with unified routing, fallback, and installments (tashlumim). Use when user asks about multi-gateway payment integration, "slikat kartisim", "tashlumim", payment routing, Shva network, BOI payment-services regulation, gateway comparison, or building a payment abstraction layer for Israeli merchants. Provides unified API patterns, installment handling, Shva clearing rules, and regulatory compliance. Do NOT use for single gateway setup (use cardcom-payment-gateway or tranzila-payment-gateway instead).

Integrate Grow by Meshulam payment gateway into Israeli applications -- covers payment pages (iframe/redirect/SDK), tokenization, recurring billing, payment links, refunds, invoices, webhooks, and 3DS authentication via the Grow Light API. Use when user asks to accept payments via Grow or Meshulam, set up "slikat ashrai" with Grow, create payment links (drishat tashlum), handle recurring charges (hora'ot keva) via Grow tokens, process refunds or Bit cancellations, integrate Grow webhooks, or mentions "Grow", "Meshulam", "grow-il", "meshulam.co.il", Grow payment page, or Grow API. Prevents costly integration mistakes by guiding correct FormData request format, server-side-only restrictions, and the mandatory approveTransaction step that many developers miss. Do NOT use for Cardcom integration (use cardcom-payment-gateway), Tranzila integration (use tranzila-payment-gateway), general payment orchestration across multiple gateways (use israeli-payment-orchestrator), or non-payment queries.

Detect price gaps between TASE and US listings of the same dual-listed company (Check Point, NICE, CyberArk, Teva, and 40+ pairs), converting via the Bank of Israel representative rate and flagging gaps above a threshold. Use when the user asks to compare a dual-listed stock's Tel Aviv vs NASDAQ/NYSE price, spot cross-listing arbitrage, or understand a premium/discount between exchanges. Provides per-pair gap %, trading-hours-overlap confidence, and currency-adjusted comparison. Do NOT use for single-market analysis (use tase-stock-analysis).
